PROBLEM TO BE SOLVED: To surely prevent the elution of heavy metals from a material to be treated by easily, efficiently and safely treating a heavy metal-containing ash. SOLUTION: Water and chitosan or a chitosan solution are added to the heavy metal-containing ash. Then, the heavy metals such as lead or cadmium in the heavy metal-containing ash are safely and surely fixed by reacting with chitosan to form an insoluble complex of the heavy metals with the chitosan.
