PROBLEM TO BE SOLVED: To improve the processing capability by informing the reception electric field strength of an incoming radio wave and informing the reception quality to a mobile station in a radio base station so as to relieve the load of the radio base station. SOLUTION: When a mobile station 1 makes communication with e.g. a base station 2b among plural radio base stations 2a, 2b, 2c contained in a mobile communication exchange 3, a mobile station notice 14 from the base station 2b is sent to the mobile station 1, and the mobile station 1 sends a base station transmission output command 15 to the base station 2b. Then a main control section of the base station 2 multiplexes measured incoming reception electric field strength and incoming reception quality onto a voice signal as control data and sends an outgoing radio wave with the voice signal to the mobile station 1. Thus, the state of outgoing and incoming radio waves is managed definitely to correct the transmission power and to control hand-over by the base station and the mobile station under the leadership of the mobile station.
