Apparatus for accumulating an operation time of an electric device and a monitoring apparatus accumulates an operation time by using a current consumption time of a small-sized dry battery, and displays an alarm if a usable time elapses. The apparatus includes: an operation voltage detector for detecting a driving voltage of an electric device, and generating a reference voltage; a dry cell consumption part for consuming a constant current of the dry battery during an operation time of the electric device; a comparator for comparing the detected reference voltage with a voltage level of the dry battery; a display driver for generating an alarm signal when the voltage level is below the predetermined value, and a display operated according to an output signal of the display driver.
