FIELD: power engineering and heavy machinery industry. SUBSTANCE: plant has base structure accommodating hydraulic-turbine generator set incorporating return-flow turbine connected to delivery and uptake pipings forming flow system ensuring desired pressure of working liquid in turbine. Hydraulic turbine has housing with bearings and working chamber accommodating runner with curved blades fixed to hub and shaft, wicket-gate mechanism and reactor unit, supply and return chambers. Runner blades and vanes of wicket-gate mechanism and reactor unit form, together with these chambers, return-flow path of turbine. Turbine capacity is mush higher than power acting on its runner due to external forces generated in delivery and return flows. This capacity affords production of excess energy.
