After rolling a plastic sheet(1), cutting and layering many sheets, they are rolled up with the paper rolls. The layered sheets are rolled up in a specific interval. This is rolled with a cover sheet(3), fixed with a tape(6) put into the neat chamber and after heating, cooled off by natural cooling. And the elastic plastic covers are completed. The end of the cover sheet is bent to form the overlapped area. As the cover sheet is taped, instead of being strapped, it prevents the strap groove formed when the plastic is softened by the heat. When the formulating plastic resin by adding proper quantities of the heat-proof material and impact-resistant material, it can obtain a excellent elasticity.
