PROBLEM TO BE SOLVED: To improve the efficiency and operability of a bit stream by designating display start time and end time collectively in plural region by introducing page hierarchy. SOLUTION: A telop decoding device 30 receives the bit stream mutliplexed by a telop encoding device 10 and corresponding to a moving offset value decided by a moving amount controller, the time of display continuation while disconnecting a page layer bit stream analyzer 32 and the position information of display while disconnecting a region layer bit stream analyzer 34, the controller 36 turns a selector 38 to a telop and inserts it into an image at the time and position to display the telop. Therefore, even at the time of real-time decoding, only by analyzing the syntax of the telop bit stream while using the analyzer 32 just before decoding respective regions, it can be discriminated how much the telop is to be moved for displaying all the regions. Thus, it is not necessary to move the telop to the display enable area end of the telop while paying attention on the position of the telop on a screen, and operability is improved. |
