PROBLEM TO BE SOLVED: To integrate respective applications by providing a means for operating on the external interface of the applications and for monitoring elements required for the execution of the applications. SOLUTION: The operating monitor MO operating on the external interface IE contains the elements to be following character. Namely, (A) graphic interface human engineering integrated module MIG which intensively controls all the applications of APA or the like, (B) a module MCF for securing the continuity of the operation of a platform when APA runs by monitoring the periodic scanning of an index file and the constitution element of the application and executing an action for preventing the operation abnormality of the application APA at the worst, and (C) a recording module MSC interrupting a conversion among the constitution elements for securing the logical safety of APA and recording of resources that the user of the applications consume are provided.
