PROBLEM TO BE SOLVED: To shorten the process time by only providing a data buffer which has a capacity only for storing necessary irreducible binary data and discriminating a read object, reducing the storage capacity of the data buffer, lowering the cost and reducing the power consumption, and reading a small amount of binary data and performing a discriminating process. SOLUTION: Binary data corresponding to information 2 as the read object are supplied to latch parts 16a and 16b. The latch parts 16a and 16b latch only binary data corresponding to the partially read area corresponding to the kind of the information 2 and only the latched binary data are stored as data for discrimination in data buffers 18a and 18b. The partially read area is an area on an image formation surface 12a which corresponds to irreducible minimum binary data required to securely recognize the information 2.
