PROBLEM TO BE SOLVED: To suppress the sticking of toner grains to the nonimage part of an electrophotographic material after being developed as much as possible by enabling one prebath development, with a simple constitution. SOLUTION: A prebath electrode 20a, a developing electrode 20b and a rear electrode 22 are inclined at a fixed angleαfrom level and on the upstream side in a carrying direction from a developer supplying port 21, a developer 14 supplied between the prebath electrode 20a and the rear electrode 22 is retained. On the other hand, on the downstream side in the carrying direction from the developer supplying port 21, the developer 14 supplied between the developing electrode 20b and the rear electrode 22 is allowed to flow. Thus, on the upstream side in the carrying direction from the developing supplying port 21, the developer 14 in the vicinity of the rear electrode 22 connected to the anode of the power source of a bias circuit 13 has the low-concentration area of the toner grains 15. In this low-concentration area, the nonimage part of the photographic material 10 just before being developed is subjected to prebath processing.
