PROBLEM TO BE SOLVED: To collect a generation code amount so as to highly accurately estimate the relation of a quantization step width and the generation code amount. SOLUTION: In this dynamic image encoding device for orthogonally transforming predictive residual signals obtained by performing motion compensation prediction for input image signals 10, quantizing an obtained orthogonal transformation coefficient, performing variable length encoding and turning obtained variable length codes 22 and additional information 23 including motion vector information and encoding mode information detected in the motion compensation prediction to output codes 31, a generation code amount gethering circuit 23 for separating the generation code amount of the output codes 31 into a first generation code amount including at least a part of the code amount of the variable length codes 22 and a second generation code amount including at least the code amount of the additional information 23 and collecting them is provided. |
