PROBLEM TO BE SOLVED: To improve image quality by extracting the change point of the scene of dynamic image data and copying the data of a frame at the back to the frame in front among the continuous frames near a scene change point. SOLUTION: Whether the kind of dynamic image is a normal material or a composited telecine material and whether it is a natural image or an animation are specified by a specifying means 5. Successively, whether or not to forcedly insert an I frame to the change point of the scene is specified by the specifying means 5. After specifying is ended, a scene change point extraction means 2 extracts all the change points of the scene of the dynamic image data stored in a first storage means 1, a frame copying means 3 copies the frames near the extracted scene change points and then, an encoding means 4 performs MPEG encoding to the data for which frame copying is performed. Also, when the scene change is over the two frames, the frame after encoding is turned to the I frame. |
