PROBLEM TO BE SOLVED: To provide a half pixel accuracy motion vector retrieval device whose circuit scale is reduced without almost deteriorating the performance. SOLUTION: A 1st motion vector retrieval section 35 obtains a 1-pixel accuracy motion vector and 9 vicinity prediction error evaluation values, a differentiation calculation 26 calculates a horizontal difference power and a vertical differentiation power, and a 2nd motion vector retrieval section 36 retrieves a half pixel accuracy motion vector by estimating a prediction error evaluation value of 8 vicinity elements (±0.5, ±0.5) of the 1-pixel accuracy motion vector from the prediction error evaluation values, the horizontal difference power and the vertical differentiation power. |
