<p>PROBLEM TO BE SOLVED: To effectively avoid the occurrence of congestion at a frame relay communication terminal equipment without increasing the processing load. SOLUTION: The congestion controller controls the congestion of frame relay communication terminal equipments 1a, 1b contained in a frame relay communication network 2 making communication by transferring a frame including an address field and an information field according to a frame relay protocol. The occurrence of congestion in its own terminal equipment 1a is detected by a congestion monitor means 3. A flag setting means 4 sets a flag representing the occurrence or release of congestion to a user information bit of an address field of a frame to be transferred to an opposite terminal equipment 1b based on it. The terminal equipment 1b receiving the frame is used to a user information bit. When the result of detection indicates the occurrence of congestion, a traffic control means 6 stops the transmission of the frame to the terminal equipment 1a and when the congestion is released, the transmission of the frame is restarted.</p> |
