<p>PROBLEM TO BE SOLVED: To avoid useless signal processing in the case of obtaining a still image through plural outputs of same image data. SOLUTION: An image is divided into N-sets of groups, each group is divided further into Y-sets of blocks, and in the case of conducting orthogonal transformation, quantization and variable length coding so that the entire blocks of X=N×Y sets have a code quantity of a range, one group is made up of four luminance signal blocks Y1-Y4 and two color difference signal blocks C1, C2. The parameter is selected to vary the quantization characteristic of hatched blocks so as to improve the image quality of the hatched blocks more than that of the other blocks. In the case of the still image mode, the parameter as above is set to change the quantization characteristic of Y1-Y4 in T=1 in figure (A) to obtain more excellent image quality than that of C1, C2 and processing is made for the groups and the result is outputted. In the case of T=2, usual processing is applied to the groups and the result is outputted. Thus, outputs two times over are made.</p> |
