PROBLEM TO BE SOLVED: To ensure superior printing resistance and development latitude. SOLUTION: A photosensitive layer contg. a high molecular acrylic or urethane compd. (a) insoluble in water but soluble in an alkaline aq. soln. and alkali-soluble novolak resin (b) is disposed on a substrate to obtain the objective photosensitive planographic printing plate. One of the compd. (a) and the resin (b) forms a dispersed phase having 0.1-0.8μm max. major axis size and 0.05-0.6μm average major axis size.
