PROBLEM TO BE SOLVED: To provide a level shifter circuit with latch function with which the number of rows in the case of making the driver of a liquid crystal display device into an IC can be decreased and this driver IC can be composed of much less transistors. SOLUTION: When a clock signalϕand the inverted clock signal *ϕto be respectively inputted to the gates of N channel FET 3 and 8 are '1' and '0' and a bit signal D and an inverted bit signal *D to be respectively inputted to the gates of N channel FET 1 and 2 are '1' and '0', voltages VH and 0V are respectively outputted as an in-phase boost signal OUT and an inverted boost signal *OUT. When the bit signal D and the inverted bit signal *D are '0' and '1', voltages 0V and VH are respectively outputted as the in-phase boost signal OUT and the inverted boost signal *OUT. Besides, when the clock signalϕand the inverted clock signal *ϕare changed into '0' and '1', the states of respective boost signals before that change are held.
