PROBLEM TO BE SOLVED: To enable a user to set restriction conditions of production planning without knowing internal processing at the time of the allocation of the production planning. SOLUTION: A before-job-allocation load evaluation part 2 calculates a load evaluated value from the number of products requested to be produced in a day and a restriction condition selection part 4 automatically selects plural relaxation candidates for restriction conditions of the production planning from a history on the basis of the severest level according to the load evaluated value and outputs them according to the priority, or automatically generates and displays relaxation content candidates at an applied restriction condition display part 5 and enables the user to select optimum one. Then a request job allocation part 7 allocates the daily requested number of products to production facilities and production time so that the optimum restriction conditions are met. A production planning evaluation part 9 finds the evaluated value of the production planning at the end of the allocation of a request job according to the allocation by using a production planning evaluation function and passes the evaluated value to a restriction condition storage part 3.
