DIGITAL VIDEO SIGNAL RECORDING AND REPRODUCING DEVICE AND DIGITAL VIDEO SIGNAL CODING METHOD

PROBLEM TO BE SOLVED: To realize a reproduced image without deteriorating image quality by recording an information quantity produced through coding at a fixed quantization level for a 1st coding in the unit of GOP and controlling the code quantity based on an object information quantity set by a 2nd coding. SOLUTION: A digital video signal is received from a video signal input circuit 1 in a coding for a 1st pass in the unit of lines and fed to a memory circuit 2. The code quantity is not controlled for the coding for the 1st pass but quantized by a quantization circuit 5. Furthermore, an information quantity of video data by 1 GOP and a motion vector from a buffer memory 12 is detected and outputted to a code quantity allocation circuit 15 in the unit of GOP. The code quantity allocation circuit 15 records the code quantity for 1st pass received in the unit of GOP to decide the object information quantity allocated for each GOP by the coding for the 2nd pass when the coding is finished. Then the code quantity is controlled by the code quantity control section so as to attain equal allocated code quantity for each GOP for the 2nd pass.
