When a 1st switch(40) is manipulated, the sanitary solution in a container(10) flows quickly into the rotating impeller, and the sanitary solution is sent to a water tank(22) through a discharge outlet(32) along a tube(32a) which is connected to a hot/cool water distributing tube(27) at the back of a cool/hot water fountain(20). At this time, the solution is sent to the water tank(22) through the pipe of a hot/cool water valve(28,29) and other germs and other toxic material. And then the sanitary solution charged to the water tank, by its own pressure, flows in a tube(22a) which is connected to the go-through pipe(26) of a blockage plate(25).
