A rotary punching device (11) for punching a hole on a sheet includes: a first rotary shaft (1) having an outer peripheral surface; a punch (2) mounted on the outer peripheral surface of the first rotary shaft (1); a second rotary shaft (4) arranged in parallel with the first rotary shaft (1); the second rotary shaft (4) having an outer peripheral surface; a dice (5) mounted on the outer peripheral surface of second rotary shaft (4); a motor (21) connected to the first and second rotary shafts to synchronously drive the first and second rotary shafts such that the punch (2) and the dice (5) are engaged with each other within a predetermined rotational angle range; a sheet feeding mechanism (18) for feeding the sheet into between the first and second rotary shafts at a constant sheet feeding speed to punch the sheet by the punch (2) and the dice (5); and controller (31) for controlling the rotation speed of the motor (32) referring to the sheet feeding speed.
