PROBLEM TO BE SOLVED: To suppress the noises caused by the rise of the revolving speed by setting the maximum revolving speed attained at the no-load state from the rated revolving speed to the approximate value of the rated revolving speed. SOLUTION: The no-load maximum revolving speed MR attained at the no-load state with the output 0 from the rated revolving speed FR with the maximum output is set to a revolving speed slightly higher than the rated revolving speed FR (FR+ΔR).ΔR is slight, and there is little difference between the no-load maximum revolving speed MR and the rated revolving speed FR. When an engine being operated at the rated revolving speed FR to generate the maximum work output is set to the no-work, no-load state, the engine revolving speed NE is hardly changed, the speed is kept nearly constant, the noises caused when the engine revolving speed NE is increased are hardly generated, and no abrupt deceleration occurs.
