PROBLEM TO BE SOLVED: To surely improve the hit ratio of control information in each receiving terminal and to make this system more practical by providing transmission means transmitting respectively specified first and second control information and reception terminals provided with respectively specified first and second reception means. SOLUTION: Each television signal outputted from the program source 11 of a broadcast center is respectively given scramble processing in a state where first control information including key information and sub-information unscrambling scramble, which are outputted from a control computer 15, is multiplexed. In addition, the control computer 15 outputs second information for receiving this television signal on a receiving side. The reception terminal is provided with a first reception means always receiving transmitted second control information and a second reception means receiving the television signal, where first information is multiplexed, based on received second control information to obtain first control information. |
