PROBLEM TO BE SOLVED: To provide a developing device and an image forming device where excess stress on toner on a developing roller is controlled and the toner is uniformly and stably stuck so as to substantially become a monolayer on the developing roller. SOLUTION: The developing device 5 possesses the developing roller 8 performing developing by selectively moving a part of the toner stuck on the outer periphery to the outer peripheral surface of a photoreceptor drum by a specified pattern corresponding to a latent image, and a developing roller blade 9 adjusting the thickness of a toner layer formed on the outer periphery of the developing roller 8 by abutting on the outer periphery of the developing roller 8; and the developing roller blade 9 is composed of a band plate-like rubber elastic body, and the tip of the blade 9 is brought into contact with the outer periphery of the developing roller 8 so as to make the deflection quantityδof the tip of the blade 9 is 2-4mm.
