PROBLEM TO BE SOLVED: To provide a developing device and an image forming device which prevent the electrification of toner on a developing roller from being dispersed and uniformly stick toner onto the developing roller so as to substantially form a single layer. SOLUTION: This developing device 5 has the developing roller 8 for carrying out development by selectively moving a part of toner stuck to its outer periphery to the outer peripheral surface of a photoreceptor drum 1 in the form of a specific pattern corresponding to a latent image, and a developing roller blade 9 for adjusting the thickness of a toner layer on the outer periphery of the developing roller 8 while abutting on the outer periphery of the developing roller 8.
