PROBLEM TO BE SOLVED: To provide a monitoring system of an ATM cell, which can find the abolishing situation of a response cell for a monitoring cell by means of the ATM exchange of a cell transmission-side and can find an error occurring situation by occurring places by the ATM exchange of the cell transmission-side in the monitoring system of the ATM cell monitoring the transmission/reception state of the cells. SOLUTION: A monitoring cell generation part 111 giving a number to the monitoring cell and transmitting it and a response cell monitoring part 112 monitoring the continuity of the numbers of the response cells, which are received from a second ATM exchange 10B, and monitoring the lack of the response cells are provided in a first ATM exchange 10A transmitting the cells. The second ATM exchange 10B is provided with a monitoring cell extraction part 121 extracting the monitoring cell transmitted from the first ATM exchange 10A, a response cell generation part 122 generating the response cell corresponding to the monitoring cell extracted from the monitoring cell extraction part 121 and a response cell number bestowal part 123 bestowing the continuous numbers to the response cell generated in the response cell generation part 122.
