PROBLEM TO BE SOLVED: To considerably reduce transmission data quantity showing the contour of an object by transmitting the difference values of discrete sine transformation(DST) coefficients. SOLUTION: A first contour detector 103 detects the contour of the object in a previous frame and supplies it to a polygonal approximate block 105. The polygonal approximate block 105 approximates the shape of the object by using an approximated algorithm. A first DST circuit 109 outputs the DST coefficients of a first group. A second contour detector 113 executes the same operation as the first contour detector 103 and supplies the present contour to an apex prediction block 115. The apex prediction block 115 outputs an apex predicted by a previous frame signal, the present contour and apex information based on polygonal approximation and outputs a motion vector for the apex. A second DST circuit 119 outputs the DST coefficients of a second group. A quantizer 125 quantizes the difference value between the two DST coefficient for each group. |
