摘要 <p>PROBLEM TO BE SOLVED: To realize self-monitoring while operating a regular cell rate monitoring in an in-service state without increasing a circuit scale by comparing and collating a self-monitoring pattern which is set with GCRA arithmetic result through the use of a period cell. SOLUTION: A UPC(use quantity parameter control) device is composed of a 4k period cell detection circuit 1, GCRA arithmetic circuit for peak cell rata Np 3, a GCRA arithmetic circuit for average cell rate Na 4, a CRA arithmetic memory 5, a GCRA judgment circuit 6, a violation cell processing part 11, a GCRA arithmetic self monitoring parameter generation part 2, a self- monitoring arithmetic memory 9, comparison circuits 7 and 8 and a circuit fault alarm generation circuit 10. Since GCRA arithmetic self-monitoring is executed by comparing and collating the self-monitoring pattern Ps(k) which is set with the GCRA arithmetic result Po by using the period cell included in an arriving cell, a GCRA arithmetic circuit, a GCRA comparison circuit and an arithmetic memory are not required to be redundantly constituted.</p>
