PROBLEM TO BE SOLVED: To apply the most efficient compression coding to an image by generat ing a code while suppressing a code quantity below an object code amount to an image with much information amount and generating a code of amount to a degree whose image quality deterioration is not clear without approaching the image with less information amount to an object code quantity irrationally so as to generate the code of an amount whose image quality is not recognized. SOLUTION: A DC transformation means 12 applying DC transformation to an image signal and a quantization means 14 quantizing the data subject to DC transformation with a main processing quantization table are provided as means for coding. Furthermore, a Huffman coding means 18 conducting Huffman coding receiving an output of the quantization means 14 is provided. Moreover, a generating code amount monitor means 19 is provided, which monitors a sequential generating code amount in a Huffman coding and conducting the processing stopping the block coding when allocated code amount to the coding block is exceeded. |
