PROBLEM TO BE SOLVED: To appropriately control inter-user communication quantity by providing a memory buffering a voice signal which is transmitted from a terminal by means of a server and a moduler controlling a voice signal distribution which is executed buffering. SOLUTION: A proposal transmitted from the respective terminals is stored in buffer memories 21A and 21B inside the server 20 through the use of a control part 23, the respective proposals are properly given order by a scheduler 22 and distributed to the respective terminals A and B in order. Thus, a problem that the proposal is unnaturally interrupted by the parallel incoming of the proposals to the respective terminals A and B when the proposals are simultaneously executed from the plural terminals A and B so as to exceed the band width of a line 1 can be evaded. The handling time of a processing such as the parallel incoming of the plural proposals or the plural proposals are mixed in the respective terminals A and B is saved.
