PROBLEM TO BE SOLVED: To eliminate the faulty attraction of a transfer sheet to a transfer drum and the faulty transfer of a toner image on the transfer sheet, to make an image formed on the transfer sheet excellent and to efficiently execute transfer by uniformly and stably holding the surface potential of the transfer drum in an image forming device with simple constitution. SOLUTION: In the case the volume resistivity of a semiconductor layer 27 is within the range of 10<6> to 10<10>Ω.cm and the volume resistivity of a dielectric layer 28 is within the range of 10<9> to 10<13>Ω.cm, the attraction and the transfer of the transfer sheet P by the transfer drum 11 are stably executed, image quality is improved, and the transfer is efficiently performed by impressing voltage within the range of 1000 to 2500V on the transfer drum 11 from a power source part 32.
