Two tapered rubber bushes (61, 62) are disposed between an axle (50) rotatably supporting a wheel (30) and an axle box (37) supporting the axle (50) and the rubber bush (61) is pressed by means of a metal fixture (65) from a shaft end side. The spring constant in a vertical direction of the rubber bushes (61, 62) is smaller than the spring constant in a vertical direction of a spring (43) between the axle box (37) and a truck frame. The spring constant in a vertical direction of the rubber bushes (61, 62) ranges from 1000 kgf/mm to 5000 kgf/mm per axle box.
