The air is pressed inside the bumper employing the synthetic resin tube body, and is adhered in a high frequency in a certain length(W) using a hot plate(6). By cutting the adhered part with a cutter(7), an air pack(3) of a certain size containing an air chamber(8) is manufactured. In each dent of the buffer panel which will be inserted between the car impact beam(5) and the bumper main body(4), an air pack is embedded. When an impact is applied from the outside to the main body bumper(4), the shock is absorbed by the air pressure of the buffer panel air pack. Consequently the impact energy is eliminated, the bumper main body is returned to the original shape by the smooth restoring elasticity, preventing the maximum damage of a vehicle body and the loss of a person.
