PROBLEM TO BE SOLVED: To prevent members such as an actuator from becoming large by providing a filter arranged to the actuator and the like, into a brake pipe. SOLUTION: A filer 6 presents an almost cylindrical from being composed of a support member 7 and a mesh filter 8, the support member 7 presents a substantially cylindrical form being composed of an opening end part 7a at the opening end side, a closed end part 7b at the closed end side, and the connecting part 7c, of a brake pipe 5, while the outer peripheral surface of the closing end part 7b presents a taper form forming the diameter expanded to the opening end side of the brake pipe 5. The mesh filter 8 is installed to the support member 7 to form the outer peripheral side surface of the filter 6 presenting substantially a cylindrical form. The filter 6 is inserted from the closed end part 7b side to the inside of the brake pipe 5, and its position is maintained in the brake pipe 5, by engaging and pressing in the outer periphery of the opening end part 7a and the inner circumference of the brake pipe 5.
