PROBLEM TO BE SOLVED: To obtain the subject compound that has excellent water solubility and storage stability, can be used as a water absorption-preventive agent for porous materials only by diluting the compound with water, and has excellent water repellency and water absorption-preventive effect by its coating or impregnation. SOLUTION: This water-soluble organosilicon compound is obtained by cohydrolyzing, in the presence of an organic or inorganic acid, (A) 1-30 pts.wt. of an alkyltrialkoxysilane of the formula R<1> Si(OR<2> )3 (R<1> is a monovalent saturated hydrocarbon group, R<2> is an alkyl group) or its partial hydrolyzate, (B) 70-90 pts.wt. of an alkoxy group-containing siloxane of the formula R<3> a (OR<2> )b SiO(4-a-b)/2 (R<3> is an alkyl group) and (C) 1-20 pts.wt. of an amino group containing alkoxysilane of the formula of R<4> R<5> NR<6> -SiR<7> n (OR<2> )3-n (R<4> and R<5> are each a hydrogen atom, alkyl group or aminoalkyl group; R<6> is a divalent hydrocarbon group; R<7> is an alkyl group).
