PROBLEM TO BE SOLVED: To improve the sheet deliverability and ink transferability of a surface print layer and to improve the ink solid adhesion by further providing a fine uneven part on the surface provided with the uneven part of an offset blanket. SOLUTION: An uneven part 2 is formed on the surface of a surface print layer 1, and bubbles 4 are formed in the layer 1. The parts of the bubbles 4 appear on the surface of the layer 1 to form fine recess parts 3. Even if the layer 1 has no uneven part on the surface, the uneven part is formed on the surface by a method for buffing the surface of the layer 1. The pitch (p) of the uneven part is 3 to 10μm, preferably 4 to 8μm, and the elevational height (h) between high and low parts is 2 to 16μm, preferably 6 to 9μm, and the maximum diameter W of the fine recess is preferably 0.6μm or less. The number of the fine recesses is 40 to 1,000 pieces per 0.01mm<2> of the surface of the layer 1, preferably 200 to 600 pieces. Accordingly, the roughness of the surface improves the ink transferability and the solid ink adhesion is not lowered, and hence excellent printing quality can be obtained.
