PROBLEM TO BE SOLVED: To easily cope with the change of an input or output data format. SOLUTION: In the case when an output data length is longer than a prescribed output data length in normal processing, a first data generating means DG1 extracts necessary data out of taxi navigation input data L1 to Ly and generates of taxi navigation output data group DOUT having the prescribed output data length, and outputs them. When the output data length is shorter than the prescribed output data length in normal processing, a second data generating means DG2 adds dummy data and generates taxi operation output data group DOUT the prescribed data length and outputs them. Consequently, even when the input or output data format is changed or there are plural kinds of input or output data formats, the taxi navigation output data group DOUT can easily be generated.
