PROBLEM TO BE SOLVED: To provide a multiplexer which can reduce the initial delay even when two digital data of different bit rates are synchronized with each other and multiplexed together by varying adaptively the length of a packet including the audio data based on the bit rate. SOLUTION: When the audio data are selected, a packet selection part 6 reads the audio data equal to the audio data packet length inputted from an audio length calculation part 5 out of an audio buffer part 4 and outputs the audio data. When the audio packet data length is smaller than the packet data length, the padding data having the length equal to the difference between both data length are generated and outputted. A packet generation part 7 adds the padding data to the audio data to generate a padding packet, and a packet generation part 8 generates a pack. At the same time, the padding packet length is calculated by a padding packet length calculation part 81 based on the length of the pack including the audio data and the audio packet length. |
