PROBLEM TO BE SOLVED: To smoothly process an error card by holding the card where a character recognition error occurs, instructing and specifying identification information of the error card by manual input after the processing of a group of the cards is terminated, and processing information. SOLUTION: A display input means 14 consisting of the display device of CRT and the like and a keyboard displays card identification information of the error card which cannot be character-recognized by a character recognition means 15 reading identification information of the card and which is not processed, and it receives an instruction by the manual input of card identification information. An arithmetic control means 13 generates and stores history management information obtained by recording issuing result for the respective cards of a group and causes the display input means 14 to display card identification information of the error card when the processing of the group of the cards is terminated. When identification information of the displayed error card is instructed and specified by manual input, the prescribed processing is executed based on identification information.
