An apparatus for compensating half pixel movement in video decoder is disclosed. The apparatus for compensating half pixel movement in video decoder, comprises: DPCM (Pulse Code Modulation) means(200) for quantizing and transferring diifference between a current signal from an encoder and estimated signal with reference to a previous signal; memory(300) for reading data on a location corresponding to the movement vector from the DPCM means(200); half pixel movement compensating means(400) for compensating half pixel movement according to an output of the memory(300) and data from an encoder and for outputting a pixel generated through compensation of half pixcel movement to DPCM means(200) and data rearranging means placed before the DPCM means(200), for rearranging data from the encoder in vertical direction, thereby reducing reading time. Therefore, the apparatus for compensating half pixel movement in video decoder can be implemented.
