PROBLEM TO BE SOLVED: To start communication immediately when a terminal equipment moves into a zone of a small cell by using a radio communication system so as to reserve a communication channel of the small cell when the small cells are discontinuously in existence in the large cell and the terminal equipment is at the outside of each small cell. SOLUTION: When a terminal equipment 101 is resident at the outside of a small cell 102, a large cell 112 sends a communication channel reservation permission request in a small cell to a base station 110 by the communication system of the large cell 112. The base station 110 receiving the signal informs a fact of the reception to a base station 100, and the base station 100 checks the presence of an idle communication channel of the small cell 102. When there is any idle communication channel in the small cell 102, the communication channel is reserved. When the reservation of the communication channel is finished, the small cell 102 informs it to the base station 110 and uses the communication system of the large cell 112 to inform it to the terminal equipment 101. When the terminal equipment 101 moves in a zone of the small cell 102, the communication is started by the reserved communication channel.
