The column (100) comprises a pivoting bar (10), to whose top end (11), to which one end (21) of an arm (20) is attached by a lockable hinge (12). A holder (40) at the other end accommodates the handlebars. A single clamping stirrup (50) secures both the hinge and the holder. The stirrup can be pulled against the arm by a screw (61) passing through it and them and engaging in a nut (62), or alternatively a quick-acting clamp can be used, incorporating an eccentric turned by a handle. The hinge can comprise a cylindrical block enclosed by a holder. The top end of the column can be fitted in a chamber formed in the hinge block.
