PROBLEM TO BE SOLVED: To provide the licensee information system which has high effect on metal prevention against illicit copying. SOLUTION: The system consists of an administration center 12 which sends out ciphered license information generated by ciphering license information including a software decoding key and user discrimination information when information required to change software into an executable form is requested and a user terminal 11 which separately extracts the software decoding key and user discrimination information from the license information generated by decoding the ciphered license information and installs the software by using the extracted software decoding key and is stored with the user name so that the correctness of the user name can be confirmed, and software which displays the user name in a license file 24 at its start time is prepared as software that the system is concerned in.
