<p>PROBLEM TO BE SOLVED: To provide a shaping device in a simple configuration with which possibility for a cell to be abandoned can be lowered. SOLUTION: A cell number monitoring counter 14 counts the number of cells stored in a cell storage buffer 12. When the count value of the cell number monitoring counter 14 becomes larger than a prescribed threshold value, a count value comparator part 15 increases the rate for reading the cell out of the cell storage buffer 12. The band enabling transmission from each piece of terminal equipment onto a transmission line, namely, the output rate of cells is previously decided for ATM communication but all the cells sent out over this output rate are not abandoned in an ATM network. When the cell storage buffer gets closer to the state of overflowing, the output rate is increased and the cells are sent out to the ATM network so that possibility for the cell to be abandoned can be lowered in comparison with the case of abandoning the cell on the input side of the cell storage means.</p> |
