PROBLEM TO BE SOLVED: To suppress deterioration in the image quality in the case of compression and expansion at a low coding rate. SOLUTION: Prior to image compression processing by the MPEG system in a compressor 3, the image is subjected to pre-pressing by a pre-processing unit 2. An information amount prediction device 2a calculates the activity representing the complicated image received from an image input device 1 and sets a filter coefficient and number of picture elements of an output image so as to reduce the information amount of a pattern subject to compression processing depending on the activity, and the result is fed respectively to a filter arithmetic unit 2b and an interleave processing unit 2c. The filter arithmetic unit 2b uses the filter coefficient to conduct filter processing and the interleave processing unit 3c converts the received image into an image with this picture element number. Thus, even when a coding rate is not high, the deterioration in the image quality after compression and expansion of the image is suppressed. |
