SOLUTION: The video signal of one picture frame is inputted through a gain-up circuit 11 of 0 dB in gain first and after a Y/C separating process, a decoding process, and an A/D converting process for a luminance signal (Y) and color difference signals (R-Y) and (B-Y), the digital image data Di are inputted to an image memory 17. Then a CPU 18 increases the amplification gain of the gain-up circuit 11 to +n dB with a gain control signal Gcont when deciding that the total luminance valueγobtained on the basis of the respective mean luminance values A, B, and C of three luminance decision areas S1, S2, and S3 set at the center part of initial image data inputted to the image memory 17 is less than a prescribed luminance threshold value TH.
