SOLUTION: The video signal of one picture frame is inputted through a gain-up circuit 11 of 0 dB in gain first and after a Y/C separating process, a decoding process, and an A/D converting process for a luminance signal (Y) and color difference signals (R-Y) and (B-Y), the digital image data Di are inputted to an image memory 17.
