PROBLEM TO BE SOLVED: To reduce the hardware quantity of a correlation unit, to improve matching speed and to improve a matching characteristic by using a specified expression as the calculation expression of a correlation value. SOLUTION: A multiplier 1 calculating values for the levels Xi'j' and Yij of inputted pictures, an accumulator 2 obtaining the accumulative valueΣan a multiplied result by the multiplier 1, a Max filter 3 comparing the levels of the respective inputted pictures and obtaining the higher level, a squaring unit 4 squaring the result of the Max filter 3, an accumulator 5 obtaining the accumulative valueΣ(max (Xi'j' Yij))<2> by a squaring result by the squaring unit 4 and CPU 6 which finally obtains the correlation value (α,β) from the two accumulative values are provided. In such a case, the correlation value (α,β)=Σ(Xi'j'.Yij)/Σ(max (Xi'j',Yij))<2> =0-1 (i'=i+α, j'=j+β) is used as the calculation expression of the correlation value.
