MOVING IMAGE CODING, DECODING METHOD AND DEVICE

PROBLEM TO BE SOLVED: To reduce a waving quantization error caused by conversion coding in the case of coding a moving image. SOLUTION: A coder detects a border 105 of a signal level from an image 103 of a preceding frame and applies motion compensation by using a motion vector 107-to obtain border prediction data 110 and the prediction data 110 are used as data to divide a shape and a DCT coefficient 114 is outputted. A compression binary data 116 are restored to a quantization value 118 and IDCT of an optional shape is applied to each shape based on the border prediction data 110. In a decoder side, compression binary data 116 are restored to a quantization value 124 and IDCT of an optional shape is applied to each shape based on border prediction data 136 and a quantized inter-frame prediction error image 126 is obtained.
