PROBLEM TO BE SOLVED: To provide a mobile communication network and the mobile communication method in which a load of the mobile communication network is relieved by changing a communication terminal equipment with the user. SOLUTION: Communication terminal equipment numbers for communication terminal equipments 21, 22, user numbers of users 31, 32 for the communication terminal equipments, and one address or over used by each user for communication are decided. The network is provided with an address/user cross reference table 13 cross-referencing an address used by each of plural kinds of communication systems and a single user number and when a call reception request specifying an address is received, the user number in cross reference with the specified address is obtained by using the address/ user cross reference table. Moreover, a user/communication terminal equipment cross reference table 41 in which the user number and the communication terminal equipment number are cross-referenced is used to retrieve the communication terminal equipment number and an in-zone area of the communication terminal equipment in cross reference to the user number is read and the call is delivered to the communication terminal equipment by using the communication terminal equipment number and the inzone area.
