PROBLEM TO BE SOLVED: To obtain the security broadcast equipment with high reliability by providing a means separating an information packet, a separate detection means for scrambling data, a means separately detecting a common information packet and a descrambling means to the decoder. SOLUTION: VBI data separated by a VBI separate section 63 are separated into a relation information packet and a scramble timing TS packet at a separate section 65 for each type. A TS packet separated by the separate section 65 is subjected to majority decision at a majority decision discrimination section 85, in which the timing TS and a scramble flag VS are extracted. A descrambler 89 receives a scramble video signal from a separate section 61 through the separate section 63 and descrambles the video signal based on the flag VS from a scramble flag discrimination section 88 and a PN signal from a PN generator 87 and provides an output. Furthermore, the relation information packet separated by the separate section 65 is separated in a separate section 67 into each packet of common information, individual information and message information through discrimination of the type. |
