PROBLEM TO BE SOLVED: To uniformize traffics in a system by changing the size of a radio zone of a base station. SOLUTION: The condition of changing radio transmission power of base stations 11, 12, 13 and its setting value are set to a radio control station 10. When the condition is satisfied, The radio transmission power of the base stations 11, 12, 13 is revised to change the size of radio zones 31, 32, 33 so as to uniformize the number of mobile stations in existence in the radio zones 31, 32, 33 of the base stations 11, 12, 13 thereby uniformizing the traffics in the system. |
